When there is a direct appointment, does HR look at that person’s qualifications to make sure they are qualified and hold the standard degrees/certificates that would normally be required for that position?
Employees are hired in positions through recruitment, promotion, career development plans, reclassification, lateral transfer, direct appointment or emergency hire. The university encourages succession planning and promotional opportunities for existing employees, and relies on demonstrated knowledge, skills, abilities, aptitude and employee performance to make hiring decisions. If the demonstrated abilities are present and a case can be made to promote internally, the hire is most often approved.
