Are the flagged plug-ins in the Ballaine parking lot functioning or not?

Question 1: Some of the plug-ins in the Ballaine parking lot have flagging near them.
Yesterday I went to plug in to one of these, and my cord did not work. Other cords
in the parking lot were lit up, and I know my cord works. If these plugs are not working
it would be good to have them ideally fixed, but at the very least notify parkers
of the issues, before cold weather gets here.
Question 2: Some of the headbolt heaters in the Ballaine lot do not appear to be functioning.
Can these be clearly marked so that we can avoid unnecessary pm2.5 contributions and
wear and tear on our vehicles?
