Direct appointments to leadership positions

Question 1: Why are so many people being direct appointed into leadership positions? For example the new AVC in charge of enrollment was direct appointed, several directors have been direct appointed and even the AVC for Student Life was a direct appointment. Conversely the AVC for Financial Services and VC for Student Affairs were both recruited. Why are some positions direct appointments while others are recruited?

Furthermore I thought that the directive from President Johnsen was to REDUCE the number of AVC and higher number of positions on campuses, not INCREASE them.

Question 2: Can you please explain, and provide a link to the university policy, that explains when direct appointments are allowable, acceptable and preferred over conducting competitive searches for new and vacant positions within the university system?
