Haida parking lot crowding

A lot of faculty, staff and students like to park in the upper Chapman (Haida) lot. This morning, the lot was filled by 9 a.m., and typically it is filled by 8 a.m. Anecdotally, last winter it was filled with a bunch of cars that never moved (presumably from students in the dorms using it as long-term parking). Would it be possible to not allow overnight parking in that lot, so that folks who need to commute can use it? (Also, there's always trouble with car spacing in that lot; is it possible to paint better lines on the boards with the plug-ins, at least?)
