University garbage dumpsters

There are a number of the dumpsters located on campus which I assumed were for university garbage refuse only. I often see employees placing personal garbage on a routine basis in these dumpsters and not just incidental small items found in the parking lot, multiple bags from their personal vehicle. Is this allowable? I was always told that dumpsters were for official use only.
