Updated UA volunteer process

The willingness of UA volunteers to share their skills and talents are highly appreciated.
There is a great deal of work and service that would not get done if not for these
friends of the university. As we bring volunteers into our community, it is important
that we not overlook our responsibilities to both the volunteer and the university.
