Price of sustainable parking hangers hasn't increased

Why did the price of sustainable parking hangers go up? The 2016 hangers are $264,
up from $242 in 2015. I did not receive an email notification of the price increase.
Since they are handled through payroll deduction, I didn't notice until now, which
is not appreciated. How is this increase justified?
Previous budget documents suggested decal costs were supposed to remain the same:
